Nic Sumners, 20, lives outside Fredericksburg, Virginia, where he works as a cosmetic car repairman, repairing scratches and buffing vehicles. He makes about $24 an hour, more than three times the federal minimum wage, and often works overtime. And yet, Sumners can barely afford to stay afloat.
